Why it matters

Without a mapped right of way, no defensible resettlement plan.

The census of affected people and assets, the delimitation of rights of way, the demonstration that a sensitive habitat has been avoided: all of these obligations rest on rigorous, contestable-proof spatial data.

It is also the condition of honest monitoring: what was mapped at baseline can be compared, years later, with the actual state of the ground.
